ECCMIS Implementation Review Meeting

On Thursday September 22, 2022,members of the Electronic Court Case Management Information System team met with Court of Appeal's Hon. Justice Fredrick Martin Stephen Egonda-Ntende, who doubles as the Chairperson of the ECCMIS Steering Committee to check on the status of the implementation of the system at the Court. 

As a follow-up from the previous ECCMIS review meeting, Hon. Justice Egonda-Ntende said it was prudent to discuss the issues proving to be obstacles in the implementation of ECCMIS.  

He urged members of the Technical Committee to give a provision to pay the security of costs via mobile money or EFT to Bank of Uganda directly through the System. He advised the Deputy Registrar of the Court, HW Lillian Bucyana to communicate to advocates that there had been an omission and that all efforts are being done to rectify the same.

HW Bucyana pointed out that although the lawyers have embraced ECCMIS, they are complaining about ECCMIS not being able to provide a solution for the payment being made without them having to come to court especially to file the ban drafts. She also pointed out that as a Registrar her card does not allow her to notify the parties if they have paid less and that the System should provide a comment box for particularly that

It was also pointed out that it is difficult to search the System using party names. And that the process of training Hon. Justices was slowed down owing to the busy schedules of the Court

As a way forward it was suggested that the integration of ECCMIS to Bank of Uganda be fast tracked to facilitate direct transfer of security of costs. It was also agreed that the digital court seals be worked on. Additionally, that display screens will be availed for display of ECCMIS documents during court hearings. 

Present at the meeting was Assistant Registrar HW Twinomuhwezi Henry, Principal Information Technology Officer, Mr David Kikabi, Senior Information Technology Officer, Mr Joseph Ssinabulya, Ms Julian Rweju, the ECCMIS Technical Advisor, among others.
